A Federal future for the UK ?

The devolution project pursued under the New Labour government of 1997-2010 saw the UK increasingly develop certain traditionally federal characteristics, such as regional parliaments, a Supreme Court, and effectively entrenched constitutional arrangements. What are the prospects for further devolution under the current Coalition government?
Progress to date has been uneven, resulting in an increasingly asymmetrical UK. In particular England, outside the Greater London area, has been left behind with no clear means of being integrated into the devolution process. In addition, despite localist rhetoric, local government has continued to suffer from a severe lack of autonomy.
The new Coalition government has proposed measures, including directly elected mayors for English cities, that could offer further progress in a federal direction for the UK; and there is a general commitment to the idea of decentralisation. But how far will Coalition proposals serve to address the unfinished business and difficulties associated with the devolution project?
